Summary, Etc. Assistant district attorney Eunice Carter, Manhattan's first Black female prosecutor, develops a strategy to prosecute organized crime boss Charles 'Lucky' Luciano by targeting his involvement in prostitution rather than his more visible criminal enterprises. Unable to build the case alone, she forms an uneasy alliance with brothel owner Polly Adler, whose workers have been endangered by Luciano's expanding control.
